Good question! Um, I'd say the puppy has to be healthy, of course. And he has to be cute! Gosh, five things... A big dog, because big ones are more fun than small ones. He should make sure that the puppy is from a good place and... This is killing me! And make sure everybody in his family loves him before he gets adopted. The dog, I mean. well, he already knows it has to be hypo-allergenic and it has to be a shelter dog. I would suggest having the kids go to local shelters and see which dogs have a good personality. They shouldn't get a dog that takes as much work as first dog barney, and they should get one that likes people.
