just about every burning program has some sort of label maker. You could check out cd stomper or Nero's label maker or there are as bunch of others out there....basically all you are really doing is setting up your printer to print on a specific area of the paper to get the desired effect.....so you could just use paint or word to create a label, you just have to mess around with the settings and sizes to get the label to print correctly.
